iPhone/iPad — one more step:

Tap the Share button (square with arrow) at the bottom of Safari
Choose Add to Home Screen, then Add
Open the new icon from your Home Screen and tap Enable Notifications there

Apple only allows notifications from pages installed on the Home Screen.
